Tax-free shopping moves to a refund method on 1 Nov: four points shops should explain

From 1 November 2026, consumption-tax exemption for visitors to Japan switches to a refund method: tourists pay the tax-inclusive price, and the equivalent of the consumption tax is returned after customs confirms at departure that the goods are taken out. Tax-free shops are expected to explain, before purchase, why visitors pay tax-inclusive prices and what they must do when leaving. Pie Systems Japan has released explainer videos in five languages.

Key points

  1. The new flow is: buy at the tax-inclusive price, get customs confirmation at departure, then receive a refund of the consumption-tax amount (starts 1 November 2026)
  2. Eligible purchases are ¥5,000 or more before tax at the same shop in one day, and the visitor must leave Japan and complete customs confirmation within 90 days of purchase
  3. Checks are made per receipt: if even one tax-free item is not with the traveller, the whole receipt is excluded from the refund, and the procedure cannot be done after checking baggage at the airport

Background

This item is based on a press release from tax-free service provider Pie Systems Japan (30 October 2026), which says it compiled the system details from material published by the Japan Tourism Agency and the National Tax Agency.

In its own online survey of 104 tax-free shop owners and managers in ten major cities (7–19 October 2026), shops that expected tax-free sales to fall most often cited visitors' reluctance to pay tax-inclusive prices. This is a small survey by a company with a commercial interest and does not represent shops nationwide.

What it means for shops

Retailers, souvenir shops and commercial facilities that run tax-free counters need to change checkout handling and what staff explain. Because visitors who make a mistake at departure lose their refund, clear guidance at the counter also affects their confidence to buy.

What shops should do

  1. Prepare multilingual signs or POP explaining that payment is tax-inclusive and the refund comes at departure

In a survey of 104 tax-free shop owners and managers in major cities by tax-free service provider Pie Systems Japan, only 20.2% said they had finished preparing. It offers a snapshot of how ready shops are, just before launch.

Keio Department Store visitor survey: guests who knew it beforehand were ~3x likelier to come for dining

Allied Architects has published its analysis of about 2,200 inbound-visitor survey responses that Keio Department Store collected from January to August 2026. Visitors who already knew the store beforehand were roughly three times as likely to come for a meal as those who did not. The findings also show that what visitors want differs by country or region and by number of visits, which is useful for planning inbound outreach.
