Sapporo Odori opens first non-department-store shared tax-free counter
A shared tax-free counter for shops other than department stores opened on 1 November on B2 of moyuk SAPPORO in the Odori district. Timed with the switch to the refund method, it lets about 50 shops process tax-free purchases in one place.
Key points
- Opened 1 Nov 2026 at 11:00; hours 11:00–21:00 (moyuk SAPPORO, B2 floor)
- About 50 participating shops (35 existing tax-free shops + 15 new) across six shopping streets and commercial facilities in Odori
- Purchases from participating shops are combined into one procedure; shops simply direct visitors to the counter
Background
From the same day, tax exemption for foreign visitors moved to the refund method: pay the tax-inclusive price, then receive a refund after Customs confirms the goods at departure. According to the release, individual shops worried about the extra sales and paperwork burden, so the Sapporo Odori area-management company and local shopping streets asked tax-free service provider Global Blue to help.
The release says tax-free counters in Odori were previously only inside department stores (per Sapporo Odori Machizukuri research). This is an announcement by the operator; actual usage and results are yet to be seen.
What it means for shops
Small shops that cannot handle tax-free procedures themselves gain a way to serve inbound shoppers with less paperwork. The model may also be a reference for other districts considering area-wide tax-free support.
What shops should do
- Check the operator's guidance to see whether your shop falls within the participating area and conditions
